Update on the ELO: The Obligatory Logistics Envelope (ELO), part of the Brexit smart border, will not be mandatory from 1 September 2025 as initially planned. French Customs (DGDDI) has extended the transitional period until autumn 2025. The final implementation date will be announced in September, giving operators and carriers more time to prepare.

Who is concerned?

All trucks and road vehicles — loaded or empty — need an ELO to cross the border.

The ELO in 3 key points:

  • One envelope per vehicle, grouping all customs documents.
  • Faster border crossings with a single scan.
  • Secure flows, reducing risks of missing paperwork.

Timeline:

  • Rollout from late April 2025.
  • Compulsory from autumn 2025 (final date announced in September).

How it works:

  • A single envelope created and managed by a designated issuer.
  • All goods in consolidated shipments included in the same file.
  • Unique barcode for simple, efficient checks.
