The Obligatory Logistics Envelope (ELO) is a new measure implemented under the Brexit Information System (SI Brexit) to streamline the movement of goods across the UK-EU smart border.
Who is required to comply with the ELO obligation?
All road transport vehicles, whether carrying goods or not.
Every road transport vehicle, regardless of cargo, must comply with the ELO obligation
- Consolidation of Customs Declarations: The ELO will gather all documents for a vehicle into a single envelope, simplifying procedures at departure or arrival in Europe with just one scan per vehicle.
- Time Savings: By centralizing information, the ELO accelerates border crossings for both imports and exports.
- Securing Flows: This system is designed to ensure the safe movement of goods and minimize risks associated with undeclared or improperly declared shipments.
How the ELO will be implemented?
- Transitional Period: Starting in the second half of April 2025, the ELO will be gradually introduced for all freight units crossing the smart border.
- Mandatory from 1 September 2025: From this date, the use of the ELO will be compulsory for all freight units crossing the smart border, including empty vehicles.
How the ELO works?
- One envelope per vehicle: Each vehicle carries a single envelope containing all necessary documents.
- Single issuer: One entity is responsible for managing the ELO.
- Document consolidation: When documents are consolidated, all paperwork is integrated into the same envelope.
- Single barcode: A single barcode streamlines checks and travel between the UK and the EU.
