The timetable for the implementation of the EU Regulation on Deforestation-Free Supply Chains (EUDR) has just been revised. In response to concerns from certain Member States and industry stakeholders regarding organisational and technical challenges, the Council of the European Union has approved a one-year delay for the regulation’s entry into force.

These adjustments provide a more realistic timeline for full EUDR implementation while maintaining the regulation’s environmental objectives.

Simplifying administrative requirements for businesses

The Council has also proposed measures to reduce the administrative burden:

  • Only the company placing a product on the market for the first time must submit a due diligence declaration.
  • Downstream operators can refer to the reference number of the initial declaration, without producing a separate document.
  • Micro and small upstream operators may submit a single simplified declaration.

Administrative impact review scheduled for 2026

By 30 April 2026, the European Commission will carry out an evaluation of EUDR’s administrative impact, particularly on micro and small businesses. This assessment could pave the way for further legislative adjustments to better support affected operators.

Upcoming negotiations with the European Parliament

The approval of this extension now allows negotiations with the European Parliament to begin. Both institutions will need to reach an agreement promptly, as the regulation was originally set to apply from 30 December 2025.
